Mr. Fraser is currently a Senior Policy Advisor with the Domestic Vessel Regulatory Oversight branch of Transport Canada, Marine Safety and Security and is located in Ottawa.

He joined Transport Canada in 2009 where he remains responsible for a variety of domestic and international Arctic shipping efforts, including the implementation of the International Code for Ships Operating in Polar Regions (Polar Code), and as his departments’ representative to the Arctic Council’s Working Group on the Protection of the Arctic Marine Environment (PAME).

Mr. Fraser holds an undergraduate degree in International Relations from Mount Allison University (Sackville, NB) and a Graduate degree in Marine Management from Dalhousie University (Halifax, NS).
