Mr. Ryan Allain retired from the U.S. Coast Guard after a 24 year career that spanned many of the Coast Guard’s primary missions including search and rescue, marine inspection, pollution response and marine casualty investigations. Major accomplishments during his successful career included the development and implementation of U.S. and international maritime safety and environmental regulations and improvements to the Coast Guard’s port state control vessel targeting scheme. During his tenure supervising the Coast Guard’s Vessel Response Plan program, his efforts to revamp the review and approval process for over 8,000 vessel response plans earned the program the Coast Guard’s prestigious Innovation Award for Management.
Upon retiring from the USCG in 2015, Mr. Allain worked for MSC Cruises as the Vice President for Safety, Security and Environmental for the cruise line’s North American fleet. In this role, Mr. Allain prepared the company’s ships for USCG Certificate of Compliance inspections, class inspections and audits as well as performing internal ISM and ISPS audits. In addition, Mr. Allain surveyed dozens of ports in the U.S. and Caribbean to determine if security measures met the company’s expectations. During his tenure at MSC Cruises, Mr. Allain also served on several of the Cruise Line International Association’s (CLIA) committees including Safety, Security and Environmental affairs.
In his current role with Gallagher Maritime Systems, LLC, Mr. Allain advises clients on environmental compliance requirements for ships visiting the U.S. as well as carrying-out voluntary environmental compliance audits. As the Principal for Safe Harbor Maritime Services, LLC, Mr. Allain has developed extensive experience in providing expert witness testimony for various types of litigation brought against the cruise lines.
