Jan Engel de Boer is Senior Legal Officer at the Legal Affairs Office of the Legal Affairs and External Relations Division of the International Maritime Organization – IMO. In the IMO Secretariat Mr. De Boer is inter alia responsible for the facilitation of the entry into force of the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea, 2010. In 2018 he organized a two-day International Workshop on the 2010 HNS Convention at IMO. Before joining the UN’s maritime agency in 2013, Mr. De Boer served as Senior Legal Counsel at the Netherlands Ministry of Infrastructure and Water Management. As Vice-Chairman of the IMO Legal Committee, he was involved in numerous international conventions and attended many Diplomatic Conferences, including on the revision of CLC and Fund Convention and on the HNS Convention and Protocol. In 2007 he was elected Chairman of the Committee of the Whole of the successful International Conference on the Removal of Wrecks in Nairobi, Kenya. He acted as Chairman of the Signing Ceremony of the United Nations Convention on Contracts for the International Carriage of Goods Wholly or Partly by Sea, ‘Rotterdam Rules’ in September 2009. Jan de Boer obtained Master of Laws at Univer¬sity of Amsterdam and International Law at State University Leyden.
