In 2013, following the UK’s official adoption of National Occupational Standards for Harbour Masters, the UKHMA introduced a 12-month qualification procedure to assess a candidate’s capability, knowledge and understanding of the role and responsibilities of a Harbour Master. Since then, over 100 candidates – including serving Harbour Masters, their deputies and other port marine operations personnel – have undertaken the assessment process leading to the award of a unique Department for Transport-endorsed Harbour Master Certificate. Additionally, a similar number are also enrolled on the UKHMA’s Continuing Professional Development (CPD) scheme, an online facility that records participation in elements of professional relevance, towards either identifying areas of training need or verifying the ongoing validity of a Harbour Master Certificate. Julian Seaman will explain the two initiatives and provide an insight into the complexities of establishing both schemes.
